    Job Summary

    Provide strategic guidance on developing, procuring and funding/financing new capital projects. Position will provide clients with insights and options to offer and evaluate strategies to accomplish goals of developing new projects and optimize existing assets.


    Essential Responsibility

    • Assists client with developing feasibility study inputs and evaluating work processes and conclusions provided by other consultants regarding project financial feasibility studies.
    • Conducts feasibility studies, financial plans and funding evaluations for general credits as well as project financing (including tolling and P3)
    • Develops and refines quantitative financial models as well as experience in leading client meetings to explain and present options, assumptions and results.
    • Assists in conceptualization and preparation of sensitivity scenarios in financial models.
    • Assists clients in identifying available internal funding streams and prioritizing the allocation of funds
    • Provide support as needed with Toll, Department of Transportation (DOT) and Municipal client bond sales including perpetration of Official Statements, preparation of rating agency, investor and bank presentations and participation in meetings as appropriate.
    • Monitors public and private debt issuances within a particular sector, including client and non-client issuances and provide summaries and assessments of trends in financing.
    • Establishes and coordinates access of HNTB toll professionals to financial market resources.    
    • In coordination with HNTB Government Affairs staff, monitors and identifies federal and state government funding opportunities for financial market.
    • Assists clients with grant applications for state or federal programs
    • Reaches out and supports other HNTB service lines with project financial planning- specifically aviation, DOT and transit.
    • Serves as HNTB finance spokesman/resource at finance meetings of industry associations such as the international bridge, turnpike and tunnel associations, IBTTA, AASHTO, American Public Transportation Association (APTA), P3 organizations, American Association of Port Authorities, US high Speed Rail Association, Transportation Research Board, etc.
    • Performs other duties as assigned.

    Basic Qualification

    Bachelor's degree
    7 years experience
    Experience working with agencies structuring financial models to achieve organizational goals
    Experience in developing qualitative and quantitative analysis and financial models.
    Leading client meetings to explain findings.

    Preferred Qualification/Skills

    Master's degree in Finance or Business related field
    10 years of experience
    Experience with municipal, private and P3 financing structures.
    Commercial terms, structuring considerations and rating agency/investor perspectives.

    General Work Conditions

    Office Environment: Work is generally performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently, and reach horizontally as well as vertically for overhead use.
