Overview

HNTB understands the important role of passenger and freight rail within our communities. As our communities and rail infrastructure face increased demands, the role of the transportation systems elements have become even more critical to sustainable development and movement of people and goods. HNTB’s transit and rail practice encompasses planning, design, design/build, construction management, station facility design, signal systems, bridge and track design; for commuter rail, high-speed rail, heavy rail, and LRT, providing a safe and efficient rail operations for our clients. The HNTB team of engineers, architects and planners, work together to provide our clients with a complete design, construction and program management solution.

 

We are expanding our market penetration in Rail and Transit sectors within the Northeast Division and are interested in hiring a Project Engineer with design experience and project management expertise. This position may be located in our New York City Office or in a job specific office.

Job Summary

Provides coordination of project execution and control, in a given discipline area, to achieve continuity of purpose within scope, budget, and time schedules from initial start-up through project closeout. Also accountable for handling specific design aspects on projects appropriate to discipline field. Coordinates efforts of assigned design team to ensure completeness and accuracy of design effort. Serves as technical liaison with client on project efforts. Responsible for gross revenue of <$1M.

Essential Responsibility

  • Responsible for the delivery of project discipline scope elements within budget and schedule.
  • Oversees completeness and accuracy of project team’s work. Guides team to overall project objectives.
  • Serves as technical liaison with client at staff level for work within the discipline.
  • Assists with project management duties.
  • Performs other duties as assigned.

 

 

 

 

Additional Responsibilities

- Acts as the Company representative with the client and selected subcontractors during the project execution.
- Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client.
- Participates in negotiations with regulatory agencies and in public meetings in support of clients.
- Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Establish the project requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
- Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project or subtask.
- Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.
- Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
- Ensures that the project meets or exceeds goals established in these plans.
- Manages budgets, schedules and deliverables, and undertake technical work associated with rail/transit projects. 
- Works with the key project individuals to develop and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.
- Promotes technical and commercial excellence on the project through application of quality assurance processes.
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Assists with the marketing pursuit of rail/transit projects, including client meetings, proposal input.
- Leads, manages and mentors junior engineers in the design of rail/transit projects.
- Leads the design and development of plans, specifications, providing reports; confirming tasks are complete, accurate and in accordance with good engineering practice.
- Participates on HNTB client service teams
- Active participation in related professional associations
- Coordinates design development and/or assist in providing technical direction to the scope of projects
- Completeness and accuracy of design team work.

Basic Qualification

Bachelor's degree in Engineering
6 years relevant experience
PE

Preferred Qualification/Skills

- Bachelor’s degree in engineering
- 10+ years of civil engineering experience in the transit/rail industry; MTA, NJT or PATH experience is a plus.
- Strong leadership in design/operations/construction of rail facilities.
- Professional Engineering registration (or ability to obtain registration) in New York; New York and New Jersey is a plus.
- Strong communication skills required with the ability to clearly and logically deal with client issues and responses dealing with design, operations, construction and other associated elements of day to day project progression.
- Coordination with multiple entities, contractors, and other consultants is essential
- Experience in Microsoft Office (Outlook, Word, Excel), Mircrosoft Project and AutoCAD.
- Knowledge of the Federal Railroad Administration rules and AREMA standards preferred

General Work Conditions

Combination Office and Field Environment:  Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions.  Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use.  Work may infrequently be performed at client’s job site, construction trailer, and in the field.  Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking.  Adherence to applicable safety protocol is required.
