Overview

HNTB is seeking a Proposal Manager to join our Santa Ana, CA office. 

Job Summary

Works on complex and super mega proposals independently. Oversees proposal activities, including leading proposal support staff teams, managing proposal schedules and deadlines, developing proposal outline, and monitoring the progress of the proposal.

Essential Responsibility

  • Leads proposal team throughout the development of pursuits, creates a collaboration among the team for a creative and winning proposals while implementing “best practices” throughout the business unit. Utilizes knowledge and experience to help lead, inform and share lessons learned to assist those preparing business unit proposals. Oversees and facilitates pursuit war rooms. May lead the pursuit team on interview coaching.
  • Works with individual pursuit teams to develop pursuit strategies through the use of Project Win Plans (PWPs) and RFP. Actively monitors the effectiveness of the implementation of PWPs and PRPs to identify deficiencies in pursuit plans and works with pursuit teams to implement corrective actions. Provides business intelligence on clients, competitors and HNTB to support project pursuits. Monitors media sources for pertinent information relative to specific pursuits. Organizes and facilitates pursuit strategy meetings. Works with district and office leadership and individual pursuit teams to determine specific materials needed and the corresponding level of effort. Leads development of presell materials.
  • Takes lead role in the development of proposals and presentations. Collaborates with technical staff and reviews/edits their narrative for content clarity, compliance and key messages. Works directly with senior level technical staff to prepare proposal materials including writing, editing, verifying and formatting proposal information and ensuring the various aspects of the proposals (Win Themes, technical scope, staff qualifications and experience, biographical data, etc.) and other marketing materials are accurate, timely, high quality and well written. Works with graphic design staff to plan and produce materials ensuring all proposal materials are effectively communicating the strategic vision identified for a given pursuit. Organizes presentation rehearsals.
  • Helps ensure key proposals are properly scoped, assist to identify risks, evaluate costs, ensure text and response match requirements.
  • May represent the marketing group at other strategy sessions, takes a lead role in proposal.
  • Performs other duties as assigned.

Additional Responsibilities

- Performs a lead role in managing regional strategic pursuits, including proposal development, key messaging, theming, andand interview preparation
- Facilitates pursuit war rooms and other strategy sessions in preparation of the release of an RFQ or RFP. 
- Works directly with technical staff to prepare proposal materials, including writing, editing, verifying, and formatting proposal information.
- Storyboard proposal sections with technical staff and review/edit the proposed narrative for content clarity, compliance, and key messages for inclusion in the proposal submittal.
- Ensures that the various aspects of the proposals (win themes, technical scope, staff qualifications and experience, biographical data, etc.) and other marketing materials are accurate, timely, and well written.
- Performs quality check on proposal materials before they are submitted.
- Coordinates with subconsultants and develops/sends our Requests for Information specific to RFP/RFW requirements.
 
- Monitors media sources for pertinent information relative to specific pursuits.
- Provides business intelligence on clients, competitors, and HNTB to support project pursuits.
- Works with individual pursuit teams to develop pursuit strategies through the use of Project Win Plans.
- Actively monitors the effectiveness of the implementation of Project Win Plans to identify deficiencies in pursuit plans and work with pursuit teams to implement corrective actions.
- Organizes and facilitates pursuit strategy meetings.
- Works with the Marketing Manager and pursuit teams to determine specific materials needed and the corresponding level of effort.
- Takes a direct leadership role in the development of pre-sell materials, proposals, presentations, etc.
- Works with graphic design staff to plan and produce materials.
- Ensures all proposal materials are effectively communicating the strategic vision identified for a given pursuit.
- Organizes presentation rehearsals, including presentation content development and actively supporting facilitators and coaches. 
- Ensures all deadlines are met with a high level of quality.

Basic Qualification

Bachelor's degree in Marketing, Communications, Journalism, Business or related degree
8 years related experience
2 years super mega proposals experience

Preferred Qualification/Skills

6 years A/E experience

General Work Conditions

Office Environment: Work is generally performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently, and reach horizontally as well as vertically for overhead use.
